Dr. Serhat Ba\u015fdo\u011fan ile Kamu \u00d6zel \u0130\u015f Birli\u011fi (K\u00d6\u0130) Ara\u015ft\u0131rma Merkezi Ba\u015fkan\u0131 Dr. Ey\u00fcp Vural Ayd\u0131n&#8217;\u0131n a\u00e7\u0131klamalar\u0131 ile Atat\u00fcrk K\u00fclt\u00fcr Merkezi&#8217;nde (AKM) ger\u00e7ekle\u015fti.<\/p>\n<p>\n\tEtkinli\u011fin a\u00e7\u0131l\u0131\u015f\u0131nda konu\u015fan GYODER Ba\u015fkan\u0131 Kalyoncu, T\u00fcrkiye&#8217;de eri\u015filebilir kiral\u0131k konut sa\u011flamak amac\u0131yla 1,5 y\u0131l \u00f6nce &#8220;Eri\u015filebilir Konut Komitesi&#8221; kurduklar\u0131n\u0131 dile getirerek, ana vizyonlar\u0131 olan 4T yani &#8220;Teknoloji&#8221;, &#8220;Tasar\u0131m&#8221;, &#8220;Tabiat&#8221; ve &#8220;Toplum&#8221; prensipleri ile uyumlu ilerleyecek olan &#8220;GYODER Yeni Konut Modeli&#8221;ni tan\u0131tt\u0131.<\/p>\n<p>\n\tKonut \u00fcretme s\u00fcrecinde en b\u00fcy\u00fck maliyetin arsa maliyeti oldu\u011funu belirten Kalyoncu, &#8220;\u015eu anda T\u00fcrkiye ortalamas\u0131 y\u00fczde 50 seviyelerinde. Kamu kurulu\u015flar\u0131n\u0131n, yerel y\u00f6netimlerin veya benzeri kurumlar\u0131n elindeki arsalar, belli bir d\u00f6nemde kamu-\u00f6zel i\u015f birli\u011fi y\u00f6ntemi ile de\u011ferlendirilerek ve bir kira tarifesiyle belli \u00fcst limitler konularak on binlerce d\u00fc\u015f\u00fck kiral\u0131 konut \u00fcretilebilir. Bu noktada &#8216;GYODER Yeni Konut Modeli&#8217;ni olu\u015fturduk. Yap-i\u015flet-devret modeliyle, bireysel de\u011fil kamusal kiraya veren yap\u0131s\u0131n\u0131 olu\u015fturuyoruz ve kirac\u0131yla kiraya veren aras\u0131ndaki problemleri ortadan kald\u0131r\u0131yoruz.&#8221; \u015feklinde konu\u015ftu.<\/p>\n<p>\n\tKalyoncu, bu modelin arsa maliyetini s\u0131f\u0131ra indirerek kiralar\u0131 yar\u0131 yar\u0131ya d\u00fc\u015f\u00fcrece\u011fini ve kamu ve \u00f6zel sekt\u00f6r i\u015f birli\u011fi modeliyle kullan\u0131ma a\u00e7\u0131lacak arsalarda konutlar\u0131n \u00fcretilmesi sa\u011flan\u0131rken, arsalar\u0131n m\u00fclkiyetinin de devlette kalaca\u011f\u0131n\u0131 s\u00f6yledi.<\/p>\n<p>\n\tKiralar\u0131n ise ev sahiplerinin kontrol\u00fcnden \u00e7\u0131kar\u0131larak devletin hakkaniyetli denetimine ve kurumsal firmalar\u0131n y\u00f6netimine verilece\u011fine dikkati \u00e7eken Kalyoncu, &#8220;Bu modelle konut \u00fcretimlerinin 1 y\u0131l i\u00e7inde tamamlanmas\u0131 hedefleniyor. Bu sayede d\u00fc\u015f\u00fck kira rakamlar\u0131yla \u00e7evredeki yerle\u015fim yerlerinin de ucuzlamas\u0131 sa\u011flanm\u0131\u015f olacak. S\u00f6zle\u015fmelerde yatay mimari, yerli malzeme ve enerji tasarrufu da \u015fart ko\u015fulacak. Bu sayede orta ve orta alt gelir grubunun hane halk\u0131 gelirinin y\u00fczde 30-50&#8217;sini a\u015fmayacak bir form\u00fclle bar\u0131nma \u00e7\u00f6z\u00fcm\u00fc sunmu\u015f olaca\u011f\u0131z.&#8221; dedi<\/p>\n<p>\n\t<strong>&#8220;Ciddi bir maliyet avantaj\u0131 elde ederek kiralar\u0131 yar\u0131 yar\u0131ya d\u00fc\u015f\u00fcr\u00fcyoruz&#8221;<\/strong><\/p>\n<p>\n\tMehmet Kalyoncu, bu modelin mekan ba\u011f\u0131ms\u0131z bir model oldu\u011funu vurgulayarak konu\u015fmas\u0131n\u0131 \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\n\t&#8220;\u00dcretilecek konutlar ne kadar \u015fehrin merkezinde olursa o kadar merkezdeki kiralar\u0131 d\u00fc\u015f\u00fcrmeye yarar. Kamu alanlar\u0131n\u0131n do\u011fru planlamas\u0131n\u0131 yapabilmek, yaya ve bisiklet kullan\u0131m\u0131n\u0131 \u00f6nceliklendirmek, dayan\u0131kl\u0131, uyumlu, diren\u00e7li s\u00fcrd\u00fcr\u00fclebilir kentsel mekanlar kurgulamak &#8216;iyi uygulamalar&#8217;\u0131n da \u00f6n\u00fcn\u00fc a\u00e7acak. Biz bu model ile hem konutta eri\u015filebilirlik sorununu \u00e7\u00f6z\u00fcyoruz hem de ya\u015fad\u0131\u011f\u0131m\u0131z ac\u0131 6 \u015eubat depremlerinden sonra \u00fclkemizin en b\u00fcy\u00fck \u00f6nceli\u011fi olan \u0130stanbul\u2019un kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn \u00e7\u00f6z\u00fcm anahtar\u0131n\u0131 sunuyoruz.&#8221; diye konu\u015ftu.<\/p>\n<p>\n\t<strong>&#8220;D\u00fcnyada yine \u00f6rnek bir i\u015fe imza atabiliriz&#8221;<\/strong><\/p>\n<p>\n\tGYODER Ba\u015fkan Yard\u0131mc\u0131s\u0131 Ne\u015fecan \u00c7ekici ise T\u00fcrkiye&#8217;nin y\u0131ll\u0131k yakla\u015f\u0131k 1,5 milyon konut sat\u0131\u015f\u0131 ile Avrupa&#8217;da birinci, OECD \u00fclkeleri aras\u0131nda ise ikinci b\u00fcy\u00fck pazar oldu\u011funu hat\u0131rlatt\u0131.<\/p>\n<p>\n\t\u00c7ekici konut a\u00e7\u0131\u011f\u0131na dair verileri payla\u015farak konu\u015fmas\u0131n\u0131 \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\n\t&#8220;T\u00dc\u0130K&#8217;in a\u00e7\u0131klad\u0131\u011f\u0131 verilerde ev sahipli\u011fi oran\u0131n\u0131n y\u00fczde 56,7&#8217;ye (AB ortalamas\u0131 y\u00fczde 70) geriledi\u011fini g\u00f6r\u00fcyoruz. Bu oran 2000&#8217;lerde y\u00fczde 65&#8217;in \u00fczerinde idi. Yine bu s\u00fcrede y\u0131lda evlenen \u00e7ift say\u0131s\u0131 550 binlerden 600 binlere do\u011fru y\u00fckseli\u015f g\u00f6steriyor. Bo\u015fanmalarda da 90 binlerden 180 binlere do\u011fru bir y\u00fckseli\u015f s\u00f6z konusu. 2022 itibariyle tek ki\u015filik hane halk\u0131 say\u0131s\u0131 5 milyonu a\u015ft\u0131. Bu istatistikler, konut sekt\u00f6r\u00fcnde arz\u0131 bask\u0131l\u0131yor. Bir de kiral\u0131k ev sekt\u00f6r\u00fcnde olu\u015fan bir bask\u0131 mevcut. Art\u0131k &#8216;hayalet evler&#8217; denilen bir ger\u00e7ek var. Bu rakam\u0131n 700 bin civar\u0131nda oldu\u011funu tahmin ediyoruz. Tabii, burada evini kiraya vermek istemeyenler de var, y\u00fczde 25 kira art\u0131\u015f\u0131 d\u00fczenlemesini sebep g\u00f6sterenler de. Fakat t\u00fcm bunlardan daha \u00f6te bir &#8216;deprem&#8217; ger\u00e7e\u011fimiz var. Bu modeli konut sekt\u00f6r\u00fcnde de uygulayabilir isek d\u00fcnyada yine \u00f6rnek bir i\u015fe imza at\u0131lm\u0131\u015f olacak.&#8221;<\/p>\n<p>\n\tD\u00fcnyada ve T\u00fcrkiye\u2019de konuta eri\u015fim konusunun b\u00fcy\u00fck bir sorun te\u015fkil etti\u011finin alt\u0131n\u0131 \u00e7izen Do\u00e7. Dr. Serhat Ba\u015fdo\u011fan da T\u00fcrkiye&#8217;de kent merkezinde 60 metrekare bir evi sat\u0131n alabilmek i\u00e7in bir ailenin ihtiyac\u0131 olan y\u0131l ortalamas\u0131 1985&#8217;te 6,8 iken bu s\u00fcrenin bug\u00fcn 10 y\u0131l\u0131n \u00fczerinde oldu\u011funu bildirdi.<\/p>\n<p>\n\t<strong>&#8220;Vatanda\u015flar\u0131n ya\u015fam standartlar\u0131 da y\u00fckselecektir&#8221;<\/strong><\/p>\n<p>\n\tK\u00d6\u0130 Ara\u015ft\u0131rma Merkezi Ba\u015fkan\u0131 Dr. Ey\u00fcp Vural Ayd\u0131n ise K\u00d6\u0130 modelinin avantajlar\u0131n\u0131 payla\u015ft\u0131. Bu modelin hem kamuya hem \u00f6zel sekt\u00f6re hem de vatanda\u015fa sa\u011flad\u0131\u011f\u0131 pek \u00e7ok faydan\u0131n oldu\u011funa dikkati \u00e7eken Ayd\u0131n, konu\u015fmas\u0131n\u0131 \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\n\t&#8220;Sistemin kamu taraf\u0131na sa\u011flad\u0131\u011f\u0131 avantajlar, \u00f6zel sekt\u00f6r\u00fcn becerilerinden maksimum fayda sa\u011flanmas\u0131, maliyetlerin d\u00fc\u015f\u00fcr\u00fclmesi, projelerin h\u0131zla tamamlanmas\u0131 ve m\u00fclkiyetin kamuda kalmas\u0131 olarak s\u0131ralan\u0131rken, \u00f6zel sekt\u00f6re sa\u011flad\u0131\u011f\u0131 avantajlar ise uzun soluklu s\u00f6zle\u015fmelere imza atma ve yat\u0131r\u0131m f\u0131rsat\u0131, zorlu imar plan\u0131-ruhsat gibi s\u00fcre\u00e7lerin olmamas\u0131 ve kamu ile i\u015f birli\u011fi yaratma k\u00fclt\u00fcr\u00fcn\u00fcn kazan\u0131lmas\u0131 olarak s\u0131ralanabilir. Hi\u00e7 \u015f\u00fcphesiz en b\u00fcy\u00fck fayda son kullan\u0131c\u0131ya sa\u011flan\u0131yor. Vatanda\u015flar piyasa dalgalanmalar\u0131ndan etkilenmeden kirac\u0131 kalabilecek, kredi kullanmadan konut sahibi olabilme imk\u00e2n\u0131 elde edecek ve harcanabilir gelirlerinin y\u00fczde 30&#8217;unu bar\u0131nmaya verecekleri i\u00e7in ya\u015fam standartlar\u0131 da y\u00fckselecektir.&#8221;<\/p>\n<p>\n\t<strong>Modelin finansman\u0131 konusunda iki opsiyon var<\/strong><\/p>\n<p>\n\tGYODER Ba\u015fkan Yard\u0131mc\u0131s\u0131 Sertac Karaa\u011fao\u011flu da modelin finansman\u0131 konusunda iki opsiyon oldu\u011funu kaydetti. \u0130lk opsiyonun banka finansman\u0131 oldu\u011funu belirten Karaa\u011fao\u011flu, &#8220;Kamu otoritesi arsay\u0131 49 y\u0131ll\u0131\u011f\u0131na tahsis eder. Belirleyece\u011fi bedele g\u00f6re yap\u0131m-kiralama-i\u015fletme ihalesine \u00e7\u0131kar. \u0130\u015fi alan \u015firket, arsan\u0131n \u00fcst hakk\u0131 ipote\u011fi kar\u015f\u0131l\u0131\u011f\u0131nda bankadan kredi kullanarak i\u015fi yapar, ba\u011f\u0131ms\u0131z b\u00f6l\u00fcmler olu\u015fur. \u00dcst hakk\u0131 sahibi, konutu 49 y\u0131ldan kalan s\u00fcre kadar kullan\u0131r. Konutlar\u0131 kiralayarak tahsil etti\u011fi kira bedelleri ile kredisini \u00f6der.&#8221; dedi.<\/p>\n<p>\n\tKaraa\u011fao\u011flu, ikinci opsiyonun ise sermaye piyasalar\u0131 oldu\u011funu ifade ederek konu\u015fmas\u0131na \u015fu \u015fekilde devam etti:<\/p>\n<p>\n\t&#8220;Burada ise kamu otoritesi arsay\u0131 49 y\u0131ll\u0131\u011f\u0131na tahsis eder. Belirleyece\u011fi bedele g\u00f6re yap\u0131m-kiralama-i\u015fletme ihalesine \u00e7\u0131kar. \u0130\u015fi alan \u015firket yap\u0131m bedeli+kar i\u00e7in gayrimenkul sertifikas\u0131 ihrac\u0131na \u00e7\u0131kar. SPK\u2019n\u0131n onay\u0131 \u00e7er\u00e7evesinde her bir metrekare i\u00e7in bir sertifika ihra\u00e7 ederek sa\u011flayaca\u011f\u0131 finansmanla i\u015fi yapar. Her sertifika sahibi, kendine ait metrekarede 49 y\u0131l ikamet eder. Sertifikalar borsada hisse senedi gibi s\u00fcrekli i\u015flem g\u00f6r\u00fcr, ta ki 49 y\u0131l tamamlan\u0131ncaya kadar.
