{"id":2542,"date":"2023-08-29T14:52:46","date_gmt":"2023-08-29T11:52:46","guid":{"rendered":"https:\/\/es-exchange.com\/haberler\/?p=2542"},"modified":"2023-08-29T14:52:46","modified_gmt":"2023-08-29T11:52:46","slug":"bddknin-konut-kredileriyla-ilgili-sektor-temsilcilerinden-degerlendirme","status":"publish","type":"post","link":"https:\/\/es-exchange.com\/haberler\/?p=2542","title":{"rendered":"BDDK&#8217;n\u0131n konut kredileriyla ilgili sekt\u00f6r temsilcilerinden de\u011ferlendirme"},"content":{"rendered":"<div class=\"news-content\">\n<p>\n\tBankac\u0131l\u0131k D\u00fczenleme ve Denetleme Kurulu (BDDK) konut kredilerinde ve konut teminatl\u0131 kredilerde uygulanacak kredi de\u011fer oranlar\u0131nda de\u011fi\u015fikli\u011fe gitmi\u015f, ikinci el konutunu alacaklara y\u00f6nelik \u00e7e\u015fitli k\u0131s\u0131tlamalar getirmi\u015fti.<\/p>\n<p>\n\tFinansal istikrar\u0131n g\u00fc\u00e7lendirilmesine y\u00f6nelik koordineli makro ihtiyati tedbirler kapsam\u0131nda, ikinci ve sonras\u0131 konut al\u0131m\u0131nda t\u00fcketicinin kendisinin, e\u015finin veya 18 ya\u015f alt\u0131ndaki \u00e7ocuklar\u0131n\u0131n malik oldu\u011fu en az bir konutunun bulunmas\u0131 halinde konut kredisi de\u011fer oran\u0131 y\u00fczde 75 daralt\u0131lm\u0131\u015ft\u0131. 5 milyon TL de\u011ferindeki bir evi, ikinci tapulu evi olarak alacak olanlara evin de\u011ferinin y\u00fczde 22,5&#8217;i kadar kredi kulland\u0131r\u0131labilece\u011fi a\u00e7\u0131klanm\u0131\u015ft\u0131.<\/p>\n<p>\n\tBDDK taraf\u0131ndan al\u0131nan karara ili\u015fkin de\u011ferlendirmelerde bulunan sekt\u00f6r temsilcileri, ikinci evini alacaklara y\u00f6nelik uygulanacak k\u0131s\u0131tlamalar sayesinde daha istikrarl\u0131 piyasa olu\u015fumu sa\u011flanabilece\u011fi g\u00f6r\u00fc\u015f\u00fcnde birle\u015fti.<\/p>\n<p>\n\t<strong>&#8220;Daha istikrarl\u0131 piyasa olu\u015fumuna y\u00f6nelik bir ad\u0131m&#8221;<\/strong><\/p>\n<p>\n\t\u0130stanbul \u0130n\u015faat\u00e7\u0131lar Derne\u011fi (\u0130NDER) Y\u00f6netim Kurulu Ba\u015fkan\u0131 Nazmi Durbakay\u0131m, BDDK&#8217;n\u0131n konut al\u0131mlar\u0131nda kullan\u0131lan kredilere y\u00f6nelik s\u0131n\u0131rlama karar\u0131n\u0131, &#8220;daha istikrarl\u0131 piyasa olu\u015fumuna y\u00f6nelik bir ad\u0131m&#8221; olarak alg\u0131lad\u0131klar\u0131n\u0131 s\u00f6yledi.<\/p>\n<p>\n\tBu karar\u0131n bankalardan kullan\u0131lan konut kredi miktar\u0131n\u0131 daha da d\u00fc\u015f\u00fcrece\u011fini dile getiren Durbakay\u0131m, &#8220;Ayr\u0131ca ikinci ve \u00fc\u00e7\u00fcnc\u00fc evini almak isteyenleri firma b\u00fcnyesinde kredi kulland\u0131rmaya y\u00f6neltecektir. Di\u011fer bir ifadeyle, g\u00fcvenli bir liman olarak bilinen gayrimenkul\u00fc, alternatif yat\u0131r\u0131m ara\u00e7lar\u0131 aras\u0131nda bir ad\u0131m geriye d\u00fc\u015f\u00fcrecektir.&#8221; diye konu\u015ftu.<\/p>\n<p>\n\t<strong>&#8220;\u0130lk konutunu alacak vatanda\u015flar\u0131m\u0131z\u0131n \u00f6n\u00fcn\u00fc a\u00e7maya y\u00f6nelik bir karar&#8221;<\/strong><\/p>\n<p>\n\tGayrimenkul Pazarlama ve Sat\u0131\u015f Profesyonelleri Derne\u011fi (GAPAS) Y\u00f6netim Kurulu Ba\u015fkan\u0131 \u0130smail \u00d6zcan da BDDK taraf\u0131ndan al\u0131nan kararlara ili\u015fkin \u015fu de\u011ferlendirmelerde bulundu:<\/p>\n<p>\n\t<em>&#8220;Konut kredilerine y\u00f6nelik k\u0131s\u0131tlama kararlar\u0131, T\u00fcrkiye&#8217;de genelde y\u00fczde 60&#8217;lar d\u00fczeyinde olan ve son birka\u00e7 y\u0131ld\u0131r y\u00fczde 50&#8217;lere inen konut sahiplik oran\u0131n\u0131 art\u0131rmaya, ilk konutunu alacak vatanda\u015flar\u0131m\u0131z\u0131n \u00f6n\u00fcn\u00fc a\u00e7maya, finansmana eri\u015fimlerini kolayla\u015ft\u0131rmaya y\u00f6nelik olarak olumlu bir ad\u0131md\u0131r. S\u00f6z konusu kararlar, konuta talebi belli bir seviyede tutmak, sat\u0131\u015f fiyatlar\u0131n\u0131n yukar\u0131 y\u00f6nl\u00fc seyrini engellemek ve enflasyonist etkiyi azaltmak anlam\u0131nda da uygun olarak de\u011ferlendirilmektedir.&#8221;<\/em><\/p>\n<p>\n\t\u00d6zcan, s\u0131f\u0131r konut alarak buraya ta\u015f\u0131nan ve elindeki dairesini sat\u0131l\u0131\u011fa ya da kiral\u0131\u011fa \u00e7\u0131karan varl\u0131kl\u0131 kesime i\u015faret ederek, &#8220;Kredi k\u0131s\u0131tlamas\u0131 nedeniyle yat\u0131r\u0131mc\u0131lar\u0131n ikinci konutunu alamayacak olmas\u0131 kiral\u0131k konut veya uygun fiyatl\u0131 ikinci el ev arz\u0131n\u0131 olumsuz etkileyebilecektir&#8221; \u015feklinde konu\u015ftu.<\/p>\n<p>\n\tSahil beldelerinde ikinci evini alarak \u015fehirlerdeki konutunu kiraya vermek isteyenlerin de \u00f6n\u00fcn\u00fcn kapanaca\u011f\u0131n\u0131 dile getiren \u00d6zcan, bu durumun kiral\u0131k piyasas\u0131na negatif etki edebilece\u011fini vurgulad\u0131.<\/p>\n<p>\n\t<strong>&#8220;Konut \u00fcretim h\u0131z\u0131 d\u00fc\u015febilir&#8221;<\/strong><\/p>\n<p>\n\t\u0130smail \u00d6zcan, kredi k\u0131s\u0131tlamas\u0131n\u0131n konut yat\u0131r\u0131m\u0131n\u0131 azaltabilece\u011fine ve sat\u0131\u015f d\u00f6ng\u00fc h\u0131z\u0131n\u0131 yava\u015flatabilece\u011fine dikkati \u00e7ekerek konut \u00fcretim h\u0131z\u0131n\u0131n d\u00fc\u015febilece\u011fini s\u00f6yledi. Bu karardan in\u015faattan etkilenen alt sekt\u00f6rlerin yan\u0131 s\u0131ra gayrimenkul dan\u0131\u015fmanlar\u0131n\u0131n da olumsuz etkilenebilece\u011fini savunan \u00d6zcan, s\u00f6zlerini \u015f\u00f6yle tamamlad\u0131:<\/p>\n<p>\n\t<em>&#8220;Kur korumal\u0131 mevduattan \u00e7\u0131kacak ki\u015filerin s\u0131f\u0131r ve yeni gayrimenkul projelerinden al\u0131mlar\u0131nda; ikinci konutunu ikamet etti\u011fi farkl\u0131 bir ilden sat\u0131n alan ki\u015filere; ikinci konutunu sat\u0131n alan, elindeki konutu 1 y\u0131l i\u00e7inde satmay\u0131 ya da kiralamay\u0131 taahh\u00fct eden ki\u015filere; sat\u0131n alaca\u011f\u0131 konutu kiraya verece\u011fini taahh\u00fct eden ki\u015filere ya kredi limitlerinde iyile\u015ftirme yap\u0131lmas\u0131n\u0131n ya da eski sistemin kendileri i\u00e7in devam ettirilmesinin uygun olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz.&#8221;<\/em><\/p>\n<p>\n\t<strong>&#8220;Ke\u015fke birka\u00e7 y\u0131l \u00f6nceden al\u0131nabilseydi&#8221;<\/strong><\/p>\n<p>\n\t\u0130stanbul Emlak Brokerleri Kul\u00fcb\u00fc \u0130\u015fletme Kooperatifi (\u0130stebKOOP) Y\u00f6netim Kurulu Ba\u015fkan\u0131 Ulvi \u00d6zcan ise s\u00f6z konusu k\u0131s\u0131tlamalara ili\u015fkin, &#8220;Kesinlikle do\u011fru bir karar, ke\u015fke birka\u00e7 y\u0131l \u00f6nceden bu karar al\u0131nsayd\u0131. Benim onlarca tan\u0131d\u0131\u011f\u0131m bile Kovid-19 d\u00f6neminde cazip kredi f\u0131rsat\u0131n\u0131 de\u011ferlendirip ikinci ve \u00fc\u00e7\u00fcnc\u00fc dairelerini ald\u0131lar. Umar\u0131m \u00e7a\u011fda\u015f \u00fclkelerdeki benzer olumlu \u00f6rnekler de dikkate al\u0131narak fayda getirecek ba\u015fka d\u00fczenlemeler de \u00e7o\u011fal\u0131r&#8221; a\u00e7\u0131klamas\u0131nda bulundu.<\/p>\n<p>\n\t<strong>&#8220;Konut sahipli\u011fi oran\u0131n\u0131 art\u0131racak bir ad\u0131m&#8221;<\/strong><\/p>\n<p>\n\t\u0130stanbul Ticaret Odas\u0131 (\u0130TO) Gayrimenkul Hizmetleri Meslek Komitesi Ba\u015fkan\u0131 Hakan Akdo\u011fan da T\u00fcrkiye&#8217;de son y\u0131llarda y\u00fcksek talep nedeniyle konut fiyatlar\u0131nda ya\u015fanan art\u0131\u015fa de\u011finerek, s\u00f6z konusu kararlar\u0131n ilk evini alacaklara y\u00f6nelik pozitif ayr\u0131mc\u0131l\u0131k tan\u0131d\u0131\u011f\u0131n\u0131 s\u00f6yledi.<\/p>\n<p>\n\tAkdo\u011fan, &#8220;Bu sayede konut sahipli\u011fi oran\u0131 artacakt\u0131r. Pazarda y\u00fczde 25-30 oran\u0131nda bir kirac\u0131 var.
