Ard\u0131ndan bu alandaki veri a\u00e7\u0131klar\u0131n\u0131 gidermek amac\u0131yla TGFE, G-20 Veri A\u00e7\u0131klar\u0131 Giri\u015fimi kapsam\u0131na al\u0131nd\u0131. TCMB, \u00fclkemiz a\u00e7\u0131s\u0131ndan bu veri a\u00e7\u0131\u011f\u0131n\u0131 gidermek amac\u0131yla TGFE&#8217;yi bug\u00fcn yay\u0131mlamaya ba\u015flad\u0131.&#8221;<\/p>\n<p>\n\tYaz\u0131da, T\u00fcrkiye ile \u0130stanbul, Ankara ve \u0130zmir i\u00e7in hesaplanan TGFE&#8217;nin hesaplanma y\u00f6ntemi ve sonu\u00e7lar\u0131 hakk\u0131nda bilgiye yer verildi.<\/p>\n<p>\n\t<strong>&#8220;Veri kayna\u011f\u0131 olarak gayrimenkul de\u011ferleme \u015firketleri taraf\u0131ndan bankalar i\u00e7in d\u00fczenlenen de\u011ferleme raporlar\u0131 kullan\u0131ld\u0131&#8221;<\/strong><\/p>\n<p>\n\tTicari gayrimenkul\u00fcn, genel olarak &#8220;gelir sa\u011flama amac\u0131yla edinilen m\u00fclk&#8221; olarak tan\u0131mlansa da uluslararas\u0131 alanda kabul edilen ortak bir tan\u0131m\u0131n\u0131n bulunmad\u0131\u011f\u0131 kaydedilen yaz\u0131da, \u015fu ifadeler yer ald\u0131:<\/p>\n<p>\n\t&#8220;Konut sekt\u00f6r\u00fcne g\u00f6re daha heterojen yap\u0131da olmas\u0131 ve al\u0131m-sat\u0131m s\u0131kl\u0131\u011f\u0131n\u0131n g\u00f6rece az olmas\u0131 nedeniyle de fiyat de\u011fi\u015fimlerinin \u00f6l\u00e7\u00fclmesi olduk\u00e7a g\u00fc\u00e7. Bu nedenle fiyatlar\u0131 \u00f6l\u00e7meyi ve takip etmeyi kolayla\u015ft\u0131racak, \u00fclkelere yol g\u00f6sterici bir uluslararas\u0131 rehber hen\u00fcz yok. Bu zorluklar\u0131n bir sonucu olarak 63 Uluslararas\u0131 \u00d6demeler Bankas\u0131 (BIS) \u00fcyesinden sadece 23&#8217;\u00fc TGFE&#8217;yi yay\u0131mlayabiliyor. \u00dclkemiz de yak\u0131n zamanda bu istatisti\u011fi yay\u0131mlamaya ba\u015flayarak s\u00f6z konusu \u00fclkeler aras\u0131na dahil oldu. T\u00fcrkiye i\u00e7in olu\u015fturulan TGFE&#8217;de veri kayna\u011f\u0131 olarak gayrimenkul de\u011ferleme \u015firketleri taraf\u0131ndan bankalar i\u00e7in d\u00fczenlenen de\u011ferleme raporlar\u0131 kullan\u0131ld\u0131. De\u011ferleme raporlar\u0131; gayrimenkul\u00fcn ya\u015f, alan, konum, yap\u0131 kalitesi ve benzeri karakteristik \u00f6zellikleri ile de\u011ferleme uzman\u0131n\u0131n gayrimenkule ili\u015fkin parasal de\u011fer tespitini i\u00e7eriyor.&#8221;<\/p>\n<p>\n\t<strong>T\u00fcrkiye geneli i\u00e7in \u00f6ncelikle D\u00fckkan Fiyat Endeksi ve Ofis Fiyat Endeksi \u00fcretildi<\/strong><\/p>\n<p>\n\tTicari gayrimenkul s\u0131n\u0131flamas\u0131 alt\u0131nda arsa, d\u00fckkan, ofis, tarla, sanayi tesisi ve benzeri bir\u00e7ok t\u00fcrde gayrimenkul yer al\u0131rken, TGFE hesaplamas\u0131nda uluslararas\u0131 \u00f6rnekler takip edilerek sadece d\u00fckkan ve ofis de\u011ferleme raporlar\u0131 kullan\u0131ld\u0131.<\/p>\n<p>\n\tT\u00fcrkiye geneli i\u00e7in \u00f6ncelikle D\u00fckkan Fiyat Endeksi (DFE) ve Ofis Fiyat Endeksi&#8217;nin (OFE) \u00fcretildi\u011fi belirtilen yaz\u0131da \u015fu bilgiler yer ald\u0131:<\/p>\n<p>\n\t&#8220;DFE ve OFE&#8217;lerin hesaplanmas\u0131nda hedonik regresyon y\u00f6ntemlerinden &#8216;karakteristik fiyat y\u00f6ntemi&#8217; kullan\u0131ld\u0131. Konut Fiyat Endeksi (KFE) hesaplamas\u0131nda da kullan\u0131lan bu y\u00f6ntem, gayrimenkul\u00fcn \u00f6zelliklerini dikkate alarak fiyatlardaki kalite etkisini ayr\u0131\u015ft\u0131rmakta ve saf fiyat de\u011fi\u015fimlerinin hesaplanmas\u0131na imkan vermekte. G\u00f6zlem say\u0131s\u0131n\u0131n yeterli oldu\u011fu b\u00f6lgelerde regresyonlar y\u00fcr\u00fct\u00fclerek Fisher endeksi form\u00fcl\u00fcyle b\u00f6lgesel DFE ve OFE&#8217;ler hesapland\u0131. Daha sonra bu endeksler, b\u00f6lgelerin gayrisafi yurt i\u00e7i has\u0131la paylar\u0131 ile a\u011f\u0131rl\u0131kland\u0131r\u0131larak \u00fclke d\u00fczeyine \u00e7\u0131k\u0131ld\u0131. Son a\u015famada, \u00fclke geneli i\u00e7in hesaplanan DFE ve OFE, her bir gayrimenkul t\u00fcr\u00fcn\u00fcn toplam de\u011feri ile a\u011f\u0131rl\u0131kland\u0131r\u0131larak TGFE elde edildi.&#8221;<\/p>\n<p>\n\tYaz\u0131da, d\u00fckkan ve ofisler i\u00e7in T\u00fcrkiye genelinde, \u00e7eyreklik olarak, s\u0131ras\u0131yla ortalama 15 bin ve 3 bin de\u011ferleme raporunun analiz edildi\u011fi belirtilerek, \u015fu ifadeler kullan\u0131ld\u0131:<\/p>\n<p>\n\t&#8220;Bu g\u00f6zlem say\u0131lar\u0131, her bir b\u00f6lge seviyesinde ve ayl\u0131k frekansta endeks hesaplanmas\u0131 i\u00e7in yeterli de\u011fil. Bu nedenle endeksler, \u00e7eyreklik frekansta olu\u015fturuluyor ve 3 b\u00fcy\u00fck il ve T\u00fcrkiye geneli i\u00e7in yay\u0131mlan\u0131yor. 2015 y\u0131l\u0131 ikinci \u00e7eyre\u011finden ba\u015flayarak \u00fcretilen ve baz d\u00f6nem olarak 2017 y\u0131l\u0131 al\u0131nan DFE, OFE ve TGFE&#8217;nin zaman serileri bulunuyor. Buna g\u00f6re, 2023 y\u0131l\u0131 4. \u00e7eyre\u011finde TGFE, DFE ve OFE s\u0131ras\u0131yla 1019,7, 1009,5 ve 1077,6 seviyelerinde ger\u00e7ekle\u015fiyor.&#8221;<\/p>\n<p>\n\t<strong>Son 2 y\u0131lda ofis fiyatlar\u0131 lehine g\u00f6r\u00fclen ayr\u0131\u015fma<\/strong><\/p>\n<p>\n\tYaz\u0131da, endekslerdeki y\u0131ll\u0131k de\u011fi\u015fimlere bak\u0131ld\u0131\u011f\u0131nda, 2021&#8217;in 3. \u00e7eyre\u011finden sonra ofis fiyatlar\u0131n\u0131n daha y\u00fcksek oranda artt\u0131\u011f\u0131, ge\u00e7en y\u0131l\u0131n son \u00e7eyre\u011finde ofis fiyatlar\u0131ndaki art\u0131\u015f\u0131n d\u00fckkan fiyatlar\u0131ndaki y\u00fckseli\u015fin bir miktar alt\u0131na geriledi\u011fi bildirildi.<\/p>\n<p>\n\tS\u00f6z konusu ayr\u0131\u015fmaya ili\u015fkin, &#8220;Son 2 y\u0131lda ofis fiyatlar\u0131 lehine g\u00f6r\u00fclen bu ayr\u0131\u015fmay\u0131, pandemi etkilerinin ge\u00e7mesiyle ofislere d\u00f6n\u00fc\u015f e\u011filiminin toparlanmas\u0131 ve konut fiyatlar\u0131ndaki art\u0131\u015f\u0131n, ikame \u00f6zelli\u011fi nedeniyle, ofis fiyatlar\u0131 \u00fczerine \u00e7apraz fiyat etkisi s\u00fcr\u00fcklemi\u015f olabilir.&#8221; denildi.<\/p>\n<p>\n\tTGFE sonu\u00e7lar\u0131 KFE ile kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda, 2 endeksin de analiz d\u00f6neminde benzer hareket g\u00f6sterirken, konut fiyatlar\u0131 lehine olan ayr\u0131\u015fman\u0131n 2021&#8217;in son \u00e7eyre\u011finden itibaren g\u00fc\u00e7lendi\u011fi ve 2022 y\u0131l\u0131 3. \u00e7eyre\u011finde en y\u00fcksek seviyeye ula\u015ft\u0131\u011f\u0131 kaydedilen yaz\u0131da, bu ayr\u0131\u015fmada, Kovid-19 sonras\u0131 konut talebinin ve evden \u00e7al\u0131\u015fma e\u011filiminin artmas\u0131 ile uygun kredi ko\u015fullar\u0131n\u0131n \u00f6nemli bir etken oldu\u011fu vurguland\u0131.<\/p>\n<p>\n\tYaz\u0131da, &#8220;2023 y\u0131l\u0131 ba\u015f\u0131ndan itibaren ise konut fiyatlar\u0131ndaki g\u00f6reli y\u00fcksek art\u0131\u015f yava\u015fl\u0131yor. 2023 y\u0131l\u0131 4. \u00e7eyrekte, TGFE y\u0131ll\u0131k olarak y\u00fczde 98,2 oran\u0131nda art\u0131\u015f g\u00f6sterirken, KFE y\u0131ll\u0131k olarak y\u00fczde 75,5 oran\u0131nda art\u0131yor.&#8221; denildi.<\/p>\n<p>\n\tBlog yaz\u0131s\u0131n\u0131n son b\u00f6l\u00fcm\u00fcnde, ticari gayrimenkul piyasas\u0131ndaki fiyat geli\u015fmelerini takip etmenin hem ekonomideki geli\u015fmelerin izlenmesi hem de finansal sa\u011flaml\u0131k a\u00e7\u0131s\u0131ndan gerekli oldu\u011fu vurgulanarak, &#8220;Gerek politika yap\u0131c\u0131lar gerek yat\u0131r\u0131mc\u0131lar a\u00e7\u0131s\u0131ndan \u00f6nemli kullan\u0131m alan\u0131 olan TGFE, \u00fclke ekonomisi i\u00e7in de\u011ferli bir bilgi kayna\u011f\u0131.
